The projects implemented by the City are a subject of keen interest to a wide range of residents. Investments and renovations are the basic elements of urban infrastructure development. Apart from them, there are also other project-based activities – aimed at activating the society, developing knowledge, counteracting epidemics or poverty, etc. They often involve a significant part of the City Hall’s potential in terms of the amount of funds involved and the working time of officials. Urban projects are a picture of resourcefulness, effectiveness and activity of the authorities. The defined City Development Strategy sets out the directions of the main activities, but their effectiveness is assessed through the perspective of the effects achieved by implementing various projects.
Wide and easy access to information on planned, implemented and completed projects is in the interest of city and municipal authorities. This information is not only a proud presentation of achievements and successes. Above all, it serves to activate the inhabitants and is the basis for a broad discussion – building social participation. The analysis of many conflicts in local communities related to the undertaking and implementation of projects justifies the conclusion that sometimes the communication plan and the so-called project marketing are as important as the objective substantive legitimacy of the project itself and the legitimacy of the expenditure incurred on it. IT tools significantly facilitate the efficient implementation of project projects. They define and order the work methodology. They are a source of current information about the scope, plan and status of project implementation. They enable the monitoring of progress and give a chance to react quickly to possible problems or threats. A clear project dashboard is a tool appreciated not only by the management.
PROsystem is an application supporting planning, implementation and settlement of projects, dedicated to the employees of local administration. The system was developed with the participation of City Hall employees, based on experience, knowledge and their needs. Thanks to this dedicated solution, it is possible to organise and supervise the flow of information in the Office on the ongoing projects, especially key investments. . It is a repository of information and documents, a source of reports and statements. PROsystem is an original solution of a Polish company, which closely cooperates with the local government administration, thanks to which it can be flexibly developed and adapted to changing needs and legal regulations.
An additional functionality that affects the usefulness of PROsystem is the ability to publish information through the city’s Whiteaster Open Data portal. Integration of both solutions allows for attractive presentation of selected data from the project card, visualizations, photos (before, during and after completion), maps showing the location of the investment and documents. The ease and intuitiveness of use and a set of functionalities dedicated to the specificity of local government units form the basis for a quick implementation and entry of the system into the daily work of users. The innovative PROsystem application is currently the only solution of this type dedicated to administration in Poland.
